"Government on the local level is all about serving the people who make up this community. As I said then, and as I say now, first and foremost, local government has an obligation to deliver the basic municipal services efficiently and effectively to our residents. I have not wavered from this principle. The management of local government should have less to do with politics and should have everything to do with representing the people of our community. In short, it is indeed a bottom-up process."
